"In order to fully understand, or even to simply
begin to attain a limited understanding of, the events that are taking place
in the world today, one must dig back to the days before the assassination
of John Fitzgerald Kennedy, although that may not be far enough, especially
when one begins to uncover the ties between the CIA and the Bush family and

Motive behind 9/11 BEST ANALYSIS
Realization of the goals as formulated in the policy paper
Clean Break, as well as the realization of the goals of the
Project of the New American Century. It all comes down to the
strengthening of the American global supremacy by creating an excuse for
obtaining a larger military presence in the Middle East where some 60
percent of the global oil reserves are located (PNAC-goal), as well as
improvement of the geostrategic position of Israel by eliminating its most
important enemies (Iraq, Iran, Syria –> Clean Break-goal). The link with oil
explains why people like Dick Cheney were on-board, somebody who made his
career in the oil business. For the rest it would be a mistake to perceive a
too-big-a-difference between the American and Jewish/Israeli interests,
since the Jews constitute without competition the dominant class in the US,
who hold all the levers to power: the visual and written media,
Wallstreet, think tanks (AEI for instance), Hollywood, plus a large amount
of organizations that cement the power of the Jews (AIPAC
and ADL as important examples). The circumstance that de facto American
politics (Dems plus Reps) is controlled by the Jews was until recently only
said aloud by the extreme Right, now this insight starts to be realized by
the Left as well, mainly because of the work of
Mearsheimer and Walt (in the Netherlands brought under the attention by
the leftwing broadcasting organization VPRO, see the English spoken
‘Tegenlicht’ documentary ‘The
Israel Lobby‘). That the
was initiated by the (Jewish dominated)
Neocon-movement, is so obvious that almost nobody denies that anymore.
How 9/11 was done
According to Bollyn 9/11 was concipated in a small network of conspirators
in New York, Washington, Tel Aviv and Jerusalem. The central figures in that
conspiracy were Silverstein, Olmert, Netanyahu, Atzmon, Dov Zakheim (my
addition, via Dick Eastman) and many others and was carried out by the
Mossad (responsible for the technical realization of the 9/11 operation,
consisting in software-manipulation and placing of explosives in the 9/11
target buildings). For a better understanding of all the links between
people and organizations of the 9/11 Israeli crime network in the story that
follows right click on the diagram below and open it in a different tab of

this story by Christopher Bollyn.
I will give a short summary of what Bollyn says about 9/11 and its
perpetrators in that article, mixed with some speculations of my own and
observations of others. The story by Bollyn is a very interesting read (some
40 page’s if printed out) The 9/11-plan originated in a handful of Israeli
brains: Isser Harel with his fixation on the WTC-towers, Dov Zakheim with
his knowledge of remote control and the motive to stop the Pentagon-audit
regarding the missing 2 trillion dollar (this idea I have from Dick Eastman,
see further below), and Netanyahu and Olmert with their
Clean-Break-fixation. Directly after 9/11 it was the dual passport holder
Michael Chertoff, who from his position as Asst. Attorney General within the
ministry of Justice could quietly get rid of several suspects of 9/11 and
get them out of the country without prosecution. More specifically the
Israelis that got arrested near the Holland Tunnel. The early indications of
Israeli involvement followed from the story of the 5 dancing Israelis as
well as the
Odigo warning messages, addressed at the Jewish WTC-employees.
911 The Main Players and the MOSSAD Demolition Team
PTech was a company whose employees had been present in the basement of the
FAA two years prior to 9/11. This enabled PTech like no other to manipulate
the software of the FAA
Bollyn discovered in 2005 that PTech was a hidden Israeli intelligence
operation. This was a key discovery. It was this discovery that helped to
unmask other key figures in the Israeli network
Michael Goff, an Israeli lawyer, was the key person within PTech, when it
was founded in 1994. Later Goff worked for Guardium, an Israeli
software-firm with links to military intelligence services. This is the
crucial connection (PTech –> Goff –> Guardium) that was helpful to uncover
the larger Israeli military network that was behind the events of 9/11.
Through the connection that Goff formed between PTech and Guardium we can
see how a complex network of senior officers of the Israeli military
intelligence service can all be connected with key elements of 9/11. This
connection explains also how manipulated software ended up on sensitive
American government- and military computer networks.
The role that Goff played within PTech consisted of buying software for
PTech and sales of enterprise software developed within PTech. Later Goff
joined Guardium, a company that formed a branch of the research and
development department of the Israeli air force. Guardium is a spin-off of
Log-On Software, founded by major Gil Migdan (Israeli marine) en Joseph
Segev (see diagram).
Another founder and director of Guardium is Amit Yoran, an Israeli who
became manager for computer security of the Pentagon. After 9/11 he was
appointed by GW Bush to cyber security czar for the ministry of Homeland
Security. Yoran was charged with the design of a security architecture for
the Pentagon. Rather significant: Yoran has carried out doctoral research on
the field of Intrusion Detection Technologies. He was therefor perfectly
acquainted with the field of spy software.
The link between Goff and the Israeli army dates probably from before 1994,
when he suddenly abandoned his lawyer practice and started working for
In all probability Goff’s relationship with the founders of Guardium was the
channel through which Israeli spy software was delivered to PTech. In other
words: Goff was the link between the Israelis military programmers and the
computer networks of the American army.
At the same time as Goff worked for PTech, did Yoran work for the Pentagon
and designed its computer security. From this position Yoran was ideally
placed to install the software developed by PTech on the critical hardware
of the American army. The links between Goff, PTech, Guardium and Amit Yoran
gives a logical explanation for the way Israeli spy software ended up on
Next Bollyn mentions amongst others that the Israeli firm Amdocs is an
example of an Israeli company that is being run by senior officers of the
Bollyn mentions the 27-year old Lieutenant Peer Segalovitz as a demolition
expert, who supposedly has been the leader of the team that placed the
explosives in the WTC-complex.
Another rather crucial connection is the one between Jeremy Kroll, who
occupies a position at the advisory board of Security Growth Partners (SGP),
led by Elad Yoran. SGP is a venture capital company. This Elad fellow is a
brother of Amit Yoran mentioned earlier. Why is this connection crucial?
Because with it a link is being established between Kroll Associates, the
firm responsible for the security of the WTC-complex and the world of
software manipulators via Amit Yoran. See the diagram!
The firm Kroll was hired after the WTC-bomb attacks of 1993 with the goal to
reinstall security. A fatal decision. When one accepts that the
WTC-buildings were blown up, then it becomes clear that the security of the
building complex is high on your suspect list. It was precisely in the
computer room of Kroll in the north tower, where the first plane struck
(precision guided). The managing director of Kroll was Jerome Hauer and he
had this position between 1993 and 9/11. Earlier Hauer was the director of
mayor Giuliani’s Office of Emergency Management (OEM), where he was the
driving force o build a command bunker for OEM in WTC-7. It is obvious that
the explosives with which the WTC-1/2/7 were blown up could never have ended
up in the towers if the security had been part of the conspiracy.
Then there is the relationship between Jules Kroll (the father of Jeremy)
and Silverstein, i.e. between the security firm and the owner of the
WTC-complex. They have known each other from the Citizens Budget Commission
of New York. The wife of Jules Kroll knew Silverstein via the United Jewish
Appeal Federation of New York, the largest fund raiser for the state of
Israel. These are two distinct possibilities of how Kroll and Silverstein
could have known each other.
Then comes the last step: the link between WTC security and the demolition
experts of the Israeli army. The link between them is Maurice Greenberg. As
an aside, this guy Greenberg was in the news last month, when his firm AIG,
the worlds largest insurer, acquired billions from his buddies in the
government, as part of the overall Wallstreet bailout scheme. To make a long
story short, it was through the connections with Kroll and Greenberg that
Mossad-demolition experts got control over the WTC en thus were able to
carry out 9/11. The planes were hijacked by remote control.

the notion of ‘inside job’. America if effectively under Zionist control,
meaning that the American establishment can act only in the interest of
Israel and Zionism.

A mountain of undeniable facts as laid out by the film Loose Change.
1. August 1997 FEMA's Emergency Response to Terrorism handbook depicts
the World Trade center in crosshairs.
2. In 1999 NORAD conducted hijacking exercises where planes were flown
into the Pentagon and the World Trade Center.
3. June 2000 DOJ releases a terrorism manual with the World Trade Center
in crosshairs again.
4. September 2000 the Project for a New American Century releases a
report called Rebuilding America's Defenses in which they state that
without an event such as a new Pearl Harbor the process of
transformation is likely to be a long one.
5. October 24, 2000 the Pentagon conducts the first in a series of
training exercises called MASCAL the pretext of which is a passenger
airliner, a Boeing 757, crashing into the Pentagon. Charles Burlingame
an ex Navy F-4 pilot who worked in the Pentagon participated in the
exercise before retiring to take a job with American Airlines, less than
a year later the American Airlines plane, a Boeing 757, that he was the
Captain of supposedly crashed into the Pentagon.
6. April 2001 NORAD plans an exercise in which a plane is flown
into the Pentagon but it is rejected as too unrealistic.
7. June 2001 new instructions are implemented to deal with intervention
in the case of a hijacking, part of it reads: " For all non-immediate
responses the DOD must get permission directly from the SOD. Donald
Attorney General John Ashcroft begins flying only on charter jets due to
a threat assessment by the FBI.
8. July 4, 2001 Osama Bin Laden receives medical help at the American
Hospital in Dubai. While he is there he is visited by the local chief of

before 9-11, part of the lease included a 3.5 billion dollar insurance

Bomb sniffing dogs were pulled off the World Trade Center and security
guards were pulled of the twelve hour shifts that they had been working.
11. September 7, 2001 More excessive trading of American Airline stock
involving PUT options which means that people were betting that the
stock would fall.
12. September 10, 2001 more of the same. Newsweek reported that a number
of top Pentagon officials cancelled their flight plans for the next
Willie Brown the Mayor of San Francisco receives a phone call from Condi
Rice warning him not to fly the next day.
In Pakistan at a military hospital all of the urologists are replaced by
a special team in order to host Osama Bin Laden, who was well cared for
and looked after.
13. September 11, 2001 with most of the intercept aircraft on training
exercises in Canada and in the far North or sent far from Washington and
New York on training exercises, there were only 14 aircraft left to
guard the entire United States.
September 11, 2001 eyewitnesses claimed that the aircraft had no windows
and sported a round blue emblem on the nose. Others reported seeing
missiles and the presence of missile like mounting on the wings and the
underside of the planes.
9:38 Hani Hanjoor, a very unskilled pilot, executes a 330 degree turn at
530 mph descending 7,000 feet in 2.5 minutes to crash American Airlines
flight 77 into the ground floor of the Pentagon. Experts said it could
not have flown at those speeds without going into a high speed stall and
that at such high Gs the plane would have just fallen out of the sky.
All of the experienced air traffic controllers who watched the plane
that was supposed to be flight 77 maneuvering and turning believed that
it was a military fighter plane. All of the lights poles that flight 77
was supposed to have sheered of seemed to have just popped out of the
ground, under normal circumstances they would have ripped the wings
right off of the planes. If you look at the photos and listen to the
eyewitness accounts it is clear that a commercial airliner did not hit
the pentagon the damage was consistent with a missile strike. Although
the plane was supposed to have melted upon impact all of the bodies on
board were identified by the same forensic laboratory that identified
the non casualties in Pennsylvania. You get the idea. The only piece of
wreckage was part of a J3-8D turbojet engine from a US Air force A-3 Sky
Warrior. The few A-3s left are stored by Ratheon in Van Nuys California.
A diffuser case was also found not belonging to a 757. Through analysis
it is clear that a missile such as a Tomahawk was used to create the
9:59 The South Tower collapses in about ten seconds, 29 minutes later
the North Tower collapses in about ten seconds as well.
5:20 World Trade Center 7, a 47 story office building 300 feet away from
the World Trade Center collapses in under 6 seconds into a neat little
pile, while all of the buildings surrounding it were undamaged. These
are the first three building in history to collapse because of a fire.
The buildings came down in almost free fall speed, witnesses,
video-tapes and expert testimony make it clear the the world trade
center was demolished using controlled explosions that had been placed
in the buildings in strategic locations earlier and then detonated in
order to cause the buildings to collapse, some witnesses reported up to
six simultaneous explosions concurrent with the six support structures
of the buildings.
10:00 Cleveland Hopkins Airport was evacuated amidst fears that a
hijacked plane was about to land
10:06 Flight 93 was supposedly headed for the White House and crashed
into a field in Pennsylvania witnesses said there was nothing to be seen
at the crash scene and nothing that resembled an airline crash. The
debris that was found was able to be carried away by hand in several

October 12, 2001 Donald Rumsfeld, in an interveiw with Parade Magazine,
mentions a missle that damged the world trade center even though
offically one was never mentioned
Bin Laden's original statement: "The U.S. government has consistently
blamed me for being behind every attack. I would like to assure the
world that I did not plan the recent attacks, which seems to have been
planned by people for personal reasons. I have been living in the
Islamic emirate of Afghanistan and following its leaders' rules. The
current leader does not allow me to exercise such operations."
April 10, 2003 Chicago O'Hare: flight 93 is spotted its tail number
N591UA is spotted on flight 1111. According to the FAA N612UA the
Pentagon plane and N591UA, the Pennsylvania plane, are still valid
9 of the 19 hijackers are still alive and well.
The Bin Laden confession tape was a fake.
Why?: Silverstein demanded 7.2 billion dollars from his
insurers. Received 2.2b
Stocks 2.5 million in profits remains unclaimed.
Convar states that there is suspicion that some people had advance
knowledge of the time of the crashes in order to move out amounts
exceeding $100 million.
$160 billion dollars in gold but only $200 million was found in an empty
ten wheeled truck with an empty escort of cars which had been abandoned
just before the tower collapsed fleeing the south tower.
Bush has had permission to do and say whatever he wants.

Former Saudi financier Khalid bin Mahfouz and
Saudi national Yeslam bin Laden have been other supporters of Osama bin
Laden, but also had close ties to the CIA. Bin Mahfouz, an important
former BCCI director, was in business with the CIA's Frank Carlucci and
George H. W. Bush.
Beginning in 1976,
Saudi intelligence chief
Prince Turki al Faisal and Saudi ambassador Bandar bin Sultan
an important and crucial relationship with CIA officers as
Helms, Ted Shackley, George H. W. Bush and Frank Carlucci. Turki has
been caught running and financing terrorist networks. Bandar Bush,
through his wife, was tied to some of the 9/11 hijackers.
CIA Counterterrorist Center (CTC), under
later War on Terror fundamentalist Cofer Black, was aware from March
2000 and on that
Nawaf al-Hazmi and Khalid al-Mihdhar had entered the
United States via Los Angeles, immediately after attending an Al Qaeda
conference in Kuala Lumpur, which the CTC was also aware of. The CTC
didn't put this pair on watchlists. Neither did it inform the FBI about
them. On its own the FBI figured out that these men were financed and
a Saudi intelligence asset with covert financial ties to
the wife of Bandar Bush, a close friend of the Bush family.
The CIA CTC, FBI, or even the White House
should have been aware that other terrorist hijackers had come to the
United States by mid 2000, because ring leader
Mohammed Atta and other
suicide pilots ended up taking lessons with two CIA-linked flight
schools. One flight school owner, a drug trafficker with the name Wally
Hilliard, reportedly was in direct contact with Bill Clinton, and to a
lesser extent with Saudi national Adnan Khashoggi.
Secretary of defense Donald Rumsfeld, a protege
of the CIA's Frank Carlucci, with his deep ties to the Saudi backers of
terrorism, clearly hid in his office while the 9/11 attacks were going
on, guaranteeing that no early shoot-down orders could be given against
any of the hijacked airliners. Cheney, acting outside of the
chain-of-command, somehow had been able to give very late shoot-down

Greenberg (CIA), Jeffrey Greenberg, Peter Peterson come to mind.
For years and sometimes decades key members of
the Trilateral Commission had been close to Joseph Kasputys, tenant of
the South Tower impact and collapse floors. In addition, pre-collapse
"pressure pulses" were seen coming from the offices of Kasputys'
company. Among these associates of Kasputys were
(Trilateral exec.), Peter Peterson
(Trilateral), John Brademas
(Trilateral), Frank Carlucci
(Trilateral; CIA), George Shultz
(Trilateral), Paul Volcker
(Trilateral exec.), Joseph Nye
(Trilateral exec.) and John Whitehead
(Trilateral). In addition, Suzanne Woolsey
(CIA) had also known Kasputys for at least a decade, while Clinton and
George H. W. Bush probably knew him too through the Committee for
Excellence in Government.
The Trilateral Commission had recruited the
tenants of the South Tower impact floors 79 to 82: Toru Hashimoto and
Toru Kusukawa. Paul Volcker
(Clinton advisor; Trilateral),
James Wolfensohn and
had a particularly close
partnership with these men. Molten metal - most likely steel - was seen
flowing from this company's offices minutes before the collapse.
The Trilateral Commission members who
controlled the North Tower impact floors - Henry Kissinger, Maurice
Greenberg, Jeffrey Greenberg
- were business partners of Kroll, the
primary security consultant to the Port Authority and the World Trade
Center Complex. One would expect this to have given them access to the
entire building, although we do not know the exact details.
AIG, which controlled the North Tower impact
floors and had a strategic partnership with Kroll Associates, had major
ties not only to the State Department elite, but also to the CIA, MI6

David Cohen having ran
the operation to bring down the towers is particularly intriguing.
Biography of Cohen: Protege at the CIA of
William Casey, Robert Gates
and John Deutch. CIA deputy director of covert operations 1995-1997. CIA
station chief of New York 1997-2000, which should have brought him to
the CIA office in WTC 7. Security risk consultant for AIG November
2000-January 2002, during which time he most likely worked closely with
AIG's partner firm Kroll Associates. January 2002-today: NYPD
intelligence chief, which allows him to monitor basically any
potentially subversive group in the New York area. Quite possibly Cohen
takes into account that terrorists and foreign government agents can
hide behind 9/11 Truth groups and investigators. Certainly it would be
nice to have an insider monitor these groups.
Joseph Kasputys, tenant of the South Tower's
impact and collapse floors, had various direct and indirect ties to the
Carlyle Group, both pre and post 9/11. Carlucci and former president
George H. W. Bush, both with a CIA background, were key individuals of
this company. Carlucci knew Kasputys for years before 9/11 through the
Committee for Economic Development and Bush almost certainly through the
Council for Excellence in Government. In addition, Kasputys' associate
Patrick Gross ran a company owned by the Carlyle Group.
Carlucci, Bush and James Baker met Shafig bin
Laden, an older half brother of Osama bin Laden, on the morning of 9/11
at a Carlyle meeting. Coincidence or not, it remains an interesting
fact, because it is entirely possible that Shafig bin Laden is yet
another Saudi with dual loyalties.
Since the late 1970s Bush and Carlucci were
close associates of Ted Shackley,
a CIA officer who should be considered
the number one suspect in running the operation to kill Kennedy and of
carrying out some of the other most sensitive black operations of the
Since 1998 Carlucci was serving on the board of
the U.S.-Cuba Trade Association, along with
movie producer Oliver Stone. Another board member was
former CIA director James Schlesinger, who could also be found at MITRE,
the Center for Security Policy, the OSS Society, the AFIO, the Military
Order of the Carabao, the Defense Policy Board, etc. Trilaterals David
Rockefeller, Paul Volcker
John Whitehead, Carla Hills
others also sat on the board. General Jack Sheehan was another
In the months before 9/11 Carlucci shared the
board of the National Endowment for Democracy with future 9/11
Commission vice chairman Lee Hamilton. Future 9/11 Commission chairman
Thomas Kean could be found at the NED's board some in the years prior to
the appointments of Carlucci and Hamilton.
Senators Bob Graham and Jon Kyl also served on
the board of the NED in 2001. Both were in contact with Pakistani
backers of Al Qaeda, along with CIA covert operations veteran and AFIO
member Porter Goss. On the morning of 9/11 these three men were having
lunch with an ISI general who reportedly wired $100,000 to Mohammed
Atta, the ringleader of the 9/11 hijackers.
Goss was reported to be a frequent visitor of
the Venice Airport in the mid 1990s from which drug trafficking
operations were ran. In the years before 9/11 the key hijackers were
trained at this airport, also by men associated with the drug trade, as
well as the CIA.
Goss and Graham were appointed to head the 9/11
Joint Intelligence Inquiry despite having a massive conflict of interest
due to their connection with a financier of the 9/11 hijackers and in
case of Goss, with the Venice Airport. Along with Senator Jon Kyl these
men were also among the most hawkish in Congress and the Senate.
Suzanne Woolsey, a Stanford and Harvard trained
psychologist, knew Joseph Kasputys, tenant of the South Tower's collapse

Government. Her husband, James Woolsey, is the CIA man with the deepest
connections to the military-industrial complex and the largest amount of
post 9/11 neoconservative organizations. Woolsey knows Carlucci and his
wife has worked with John Deutch and Bobby Ray Inman in various
capacities. Through CSIS Woolsey has also been among the closest
associates of Henry Kissinger, Maurice Greenberg and Zbigniew
Brzezinski. In the years prior to 9/11 Woolsey also shared the board of
the CIA-linked H. Smith Richardson Foundation with Brzezinski and
Rumsfeld. In addition, through Crescent Investment, Woolsey had access
to Al Qaeda elements in Pakistan. Upon joining the AFIO honorary board
of directors in 2002, we know that Woolsey was also in close contact
with Helms, Shackley and other controversial CIA spooks.
Many persons mentioned in this article are

Clean Break: A New Strategy for Securing the Realm:
Following is a report prepared by The Institute for Advanced Strategic and
Political Studies’ "Study Group on a New Israeli Strategy Toward 2000." The
main substantive ideas in this paper emerge from a discussion in which
prominent opinion makers, including Richard Perle, James Colbert, Charles
Fairbanks, Jr., Douglas Feith, Robert Loewenberg, David Wurmser, and Meyrav
Wurmser participated. The report, entitled "A Clean Break: A New Strategy
for Securing the Realm," is the framework for a series of follow-up reports
Israel has a large problem. Labor Zionism, which for 70 years has dominated
the Zionist movement, has generated a stalled and shackled economy. Efforts
to salvage Israel’s socialist institutions—which include pursuing
supranational over national sovereignty and pursuing a peace process that
embraces the slogan, "New Middle East"—undermine the legitimacy of the
nation and lead Israel into strategic paralysis and the previous
government’s "peace process." That peace process obscured the evidence of
eroding national critical mass— including a palpable sense of national
exhaustion—and forfeited strategic initiative. The loss of national critical
mass was illustrated best by Israel’s efforts to draw in the United States
to sell unpopular policies domestically, to agree to negotiate sovereignty
over its capital, and to respond with resignation to a spate of terror so
intense and tragic that it deterred Israelis from engaging in normal daily
functions, such as commuting to work in buses.
Benjamin Netanyahu’s government comes in with a new set of ideas. While
there are those who will counsel continuity, Israel has the opportunity to
it can forge a peace process and strategy based on an entirely
one that restores strategic initiative and provides the nation the room to
engage every possible energy on rebuilding Zionism, the starting point of
which must be economic reform. To secure the nation’s streets and borders in
the immediate future, Israel can:
Work closely with Turkey and Jordan to contain, destabilize, and
roll-back some of its most dangerous threats. This implies clean break
from the slogan, "comprehensive peace" to a traditional concept of
strategy based on balance of power.
Change the nature of its relations with the Palestinians, including
right of hot pursuit
for self defense into all Palestinian areas and nurturing alternatives
to Arafat’s exclusive grip on Palestinian society.
Forge a new basis for relations with the United
States—stressing self-reliance, maturity, strategic cooperation on areas
of mutual concern, and furthering values inherent to the West. This can
only be done if Israel takes serious steps to terminate aid, which
prevents economic reform.
This report is written with key passages of a possible speech marked
that highlight the clean break which the new government has an opportunity
to make. The body of the report is the commentary explaining the purpose and
laying out the strategic context of the passages.
New Approach to Peace
Early adoption of a bold, new perspective on peace and security is
imperative for the new prime minister. While the previous government, and
many abroad, may emphasize "land for peace"— which placed Israel in the
position of cultural, economic, political, diplomatic, and military retreat
— the new government can promote Western values and traditions. Such an
approach, which will be well received in the United States, includes "peace
for peace," "peace through strength" and self reliance:
balance of power.
A new strategy to seize the initiative can be introduced:
We have for four
years pursued peace based on a
New Middle East.
We in Israel cannot play innocents abroad in a world that is not
innocent. Peace depends on the character and behavior of our foes. We
live in a dangerous neighborhood, with fragile states and bitter
between the effort to build a Jewish state and the desire to annihilate
it by trading
"land for peace"
will not secure
Our claim to the land —to which we have clung for hope for 2000
years--is legitimate and noble. It is not
within our own power,
no matter how much we concede,
to make peace unilaterally.
Only the unconditional acceptance by Arabs of our rights,
in their territorial dimension,
"peace for peace,"
is a solid basis for the future.
Israel’s quest for peace
from, and does not
the pursuit of its ideals. The Jewish people’s hunger for human rights —
burned into their identity by a 2000-year old dream to live free in their
own land — informs the concept of peace and reflects
continuity of values with Western and Jewish tradition.
Israel can now embrace negotiations, but as
means, not ends,
to pursue those ideals and demonstrate national steadfastness. It can
challenge police states; enforce compliance of agreements; and insist on
minimal standards of accountability.
Securing the Northern Border
Syria challenges Israel on Lebanese soil. An effective approach, and one
with which American can sympathize, would be if Israel seized the strategic
initiative along its northern borders by engaging Hizballah, Syria, and
Iran, as the principal agents of aggression in Lebanon, including by:
Syria’s drug-money and counterfeiting infrastructure in Lebanon, all of
which focuses on Razi Qanan.
paralleling Syria’s behavior by establishing the precedent that Syrian
territory is not immune to attacks emanating from Lebanon by Israeli
striking Syrian military targets in Lebanon, and should that prove
striking at select targets in Syria proper.
Israel also can take this opportunity to remind the world of the nature of
the Syrian regime. Syria repeatedly
its word. It violated numerous agreements with the Turks, and has
the United States by continuing to occupy Lebanon in violation of the Taef
agreement in 1989. Instead, Syria staged a sham election, installed a
quisling regime, and forced Lebanon to sign a "Brotherhood Agreement" in
1991, that terminated Lebanese sovereignty. And Syria has begun
Lebanon with hundreds of thousands of Syrians, while killing tens of
thousands of its own citizens at a time, as it did in only three days in
1983 in Hama.
Under Syrian tutelage, the Lebanese drug trade, for which local Syrian
military officers receive protection payments, flourishes. Syria’s regime
supports the terrorist groups operationally and financially in Lebanon and
on its soil. Indeed,
Syrian-controlled Bekaa Valley in Lebanon has become for terror what the
Silicon Valley has become for computers.
The Bekaa Valley has become one of the main distribution sources, if not
production points, of the "supernote" — counterfeit US currency so well done
that it is impossible to detect.
Negotiations with repressive regimes like Syria’s require cautious
realism. One cannot sensibly assume the other side’s good faith. It is
dangerous for Israel to deal naively with a regime murderous of its own
people, openly aggressive toward its neighbors, criminally involved with
international drug traffickers and counterfeiters, and supportive of the
most deadly terrorist organizations.
Given the nature of the regime in Damascus, it is both natural and moral
that Israel abandon the slogan "comprehensive peace" and move to
Syria, drawing attention to its weapons of mass destruction program, and
rejecting "land for peace" deals on the Golan Heights.
Moving to a Traditional Balance of Power Strategy
We must distinguish soberly and clearly friend from foe. We must make
sure that our friends across the Middle East never doubt the solidity or
value of our friendship.
Israel can shape its strategic environment, in cooperation with Turkey and
Jordan, by weakening, containing, and even rolling back Syria. This effort
can focus on removing Saddam Hussein from power in Iraq — an important
Israeli strategic objective in its own right — as a means of foiling Syria’s
regional ambitions. Jordan has challenged Syria's regional ambitions
recently by suggesting the restoration of the Hashemites in Iraq. This has
triggered a Jordanian-Syrian rivalry to which Asad has responded by stepping
up efforts to destabilize the Hashemite Kingdom, including using
infiltrations. Syria recently signaled that it and Iran might prefer a weak,
but barely surviving Saddam, if only to undermine and humiliate Jordan in
its efforts to remove Saddam.
But Syria enters this conflict with potential weaknesses: Damascus is too
preoccupied with dealing with the threatened new regional equation to permit
distractions of the Lebanese flank. And Damascus fears that the 'natural
axis' with Israel on one side, central Iraq and Turkey on the other, and
Jordan, in the center would squeeze and detach Syria from the Saudi
Peninsula. For Syria, this could be the prelude to a redrawing of the map of
the Middle East which would threaten Syria's territorial integrity.
Since Iraq's future could affect the strategic balance in the Middle East
profoundly, it would be understandable that Israel has an interest in
supporting the Hashemites in their efforts to redefine Iraq, including such
measures as: visiting Jordan as the first official state visit, even before
a visit to the United States, of the new Netanyahu government; supporting
King Hussein by providing him with some tangible security measures to
protect his regime against Syrian subversion; encouraging — through
influence in the U.S. business community — investment in Jordan to
structurally shift Jordan’s economy away from dependence on Iraq; and
diverting Syria’s attention by using Lebanese opposition elements to
destabilize Syrian control of Lebanon.
Most important, it is understandable that Israel has an interest supporting
diplomatically, militarily and operationally Turkey’s and Jordan’s actions
against Syria, such as securing tribal alliances with Arab tribes that cross
into Syrian territory and are hostile to the Syrian ruling elite.
King Hussein may have ideas for Israel in bringing its Lebanon problem under
control. The predominantly Shia population of southern Lebanon has been tied
for centuries to the Shia leadership in Najf, Iraq rather than Iran. Were
the Hashemites to control Iraq, they could use their influence over Najf to
help Israel wean the south Lebanese Shia away from Hizballah, Iran, and
Syria. Shia retain strong ties to the Hashemites: the Shia venerate foremost
the Prophet’s family, the direct descendants of which — and in whose veins
the blood of the Prophet flows — is King Hussein.
Changing the Nature of Relations with the Palestinians
Israel has a chance to forge a new relationship between itself and the
Palestinians. First and foremost, Israel’s efforts to secure its streets may
require hot pursuit into Palestinian-controlled areas, a justifiable
practice with which Americans can sympathize.

Therefore, Israel has the right to insist on compliance, including closing
Orient House and disbanding Jibril Rujoub’s operatives in Jerusalem.
Moreover, Israel and the United States can establish a
Joint Compliance Monitoring Committee

authority and responsibility, human rights, and judicial and fiduciary
We believe that the Palestinian Authority must be held to the same
minimal standards of accountability as other recipients of U.S. foreign
aid. A firm peace cannot tolerate repression and injustice. A regime
that cannot fulfill the most rudimentary obligations to its own people
cannot be counted upon to fulfill its obligations to its neighbors.
Israel has no obligations under the Oslo agreements if the PLO does not
fulfill its obligations. If the PLO cannot comply with these minimal
standards, then it can be neither a hope for the future nor a proper
interlocutor for present. To prepare for this, Israel may want to cultivate
alternatives to Arafat’s base of power. Jordan has ideas on this.
To emphasize the point that Israel regards the actions of the PLO
problematic, but not the Arab people, Israel might want to consider making a
special effort to reward friends and advance human rights among Arabs. Many
Arabs are willing to work with Israel; identifying and helping them are
important. Israel may also find that many of her neighbors, such as Jordan,
have problems with Arafat and may want to cooperate. Israel may also want to
better integrate its own Arabs.
Forging A New U.S.-Israeli Relationship
In recent years, Israel invited active U.S. intervention in Israel’s
domestic and foreign policy for two reasons: to overcome domestic opposition
to "land for peace" concessions the Israeli public could not digest, and to
lure Arabs — through money, forgiveness of past sins, and access to U.S.
weapons — to negotiate. This strategy, which required funneling American
money to repressive and aggressive regimes, was risky, expensive, and very
costly for both the U.S. and Israel, and placed the United States in roles
is should neither have nor want.
Israel can make a clean break from the past and establish a new vision for
the U.S.-Israeli partnership based on self-reliance, maturity and mutuality
— not one focused narrowly on territorial disputes. Israel’s new strategy —
based on a
of peace through strength — reflects continuity with Western values by
stressing that Israel is
self-reliant, does not need U.S. troops
in any capacity to defend it, including on the Golan Heights, and can manage
its own affairs. Such self-reliance will grant Israel greater freedom of
action and remove a significant lever of pressure used against it in the
To reinforce this point, the Prime Minister can use his forthcoming visit to
announce that Israel is now
enough to cut itself free immediately from at least U.S. economic aid and
loan guarantees at least, which prevent economic reform. [Military aid is
separated for the moment until adequate arrangements can be made to ensure
that Israel will not encounter supply problems in the means to defend
itself]. As outlined in another Institute report, Israel can become
self-reliant only by, in a bold stroke rather than in increments,
liberalizing its economy,
cutting taxes, relegislating a free-processing zone, and selling-off public
lands and enterprises — moves which will electrify and find support from a
broad bipartisan spectrum of key pro-Israeli Congressional leaders,
including Speaker of the House, Newt Gingrich.
Israel can under these conditions better cooperate with the U.S. to counter
real threats to the region and the West’s security. Mr. Netanyahu can
highlight his desire to cooperate more closely with the United States on
anti-missile defense in order to remove the threat of blackmail which even a
weak and distant army can pose to either state. Not only would such
cooperation on missile defense counter a tangible physical threat to
Israel’s survival, but it would
broaden Israel’s base of support among many in the United States Congress
who may know little about Israel, but care very much about missile defense.
Such broad support could be helpful in the effort to move the U.S. embassy
in Israel to Jerusalem.
To anticipate U.S. reactions and plan ways to manage and constrain those
reactions, Prime Minister Netanyahu can formulate the policies and stress
themes he favors in language familiar to the Americans by tapping into
themes of American administrations during the Cold War which apply well to
Israel. If Israel wants to test certain propositions that require a benign
American reaction, then the best time to do so is before November, 1996.
Conclusions: Transcending the Arab-Israeli Conflict
TEXT: Israel will not only contain its foes; it will transcend them.
Notable Arab intellectuals have written extensively on their perception of
Israel’s floundering and loss of national identity. This perception has
invited attack, blocked Israel from achieving true peace, and offered hope
for those who would destroy Israel. The previous strategy, therefore, was
leading the Middle East toward another Arab-Israeli war. Israel’s new agenda
can signal a clean break by abandoning a policy which assumed exhaustion and
allowed strategic retreat by reestablishing the principle of preemption,
rather than retaliation alone and by ceasing to absorb blows to the nation
Israel’s new strategic agenda can shape the regional environment in ways
that grant Israel the room to refocus its energies back to where they are
most needed: to rejuvenate its national idea, which can only come through
replacing Israel’s socialist foundations with a more sound footing; and to
overcome its "exhaustion," which threatens the survival of the nation.
Ultimately, Israel can do more than simply manage the Arab-Israeli conflict
though war. No amount of weapons or victories will grant Israel the peace
its seeks. When Israel is on a sound economic footing, and is free,
powerful, and healthy internally, it will no longer simply manage the
Arab-Israeli conflict; it will transcend it. As a senior Iraqi opposition
leader said recently: "Israel must rejuvenate and revitalize its moral and
intellectual leadership. It is an important — if not the most
important--element in the history of the Middle East." Israel — proud,
wealthy, solid, and strong — would be the basis of a truly new and peaceful

summarized in a major position paper, Rebuilding America’s Defenses, in
2000. This document advocated a global Pax Americana unrestrained by

as Donald E. Abelson and Phillip Hammond, have suggested that many of these
criticisms were overblown, while noting that similar statements about PNAC's
origins, goals, and influence "continue to make their way into the academic
literature on the neo-conservative network in the United States." Hammond,
for example, notes that while Rebuilding America's Defenses "is often cited
as evidence that a blueprint for American domination of the world was
implemented under cover of the war on terrorism," it was actually
"unexceptional." According to Hammond, the report's recommendations were

Similarly, Abelson has written that "evaluating the extent of PNAC's
influence is not as straightforward" as Meacher and others maintain," as "we
know very little about the inner workings of this think tank and whether it
has lived up to its billing as the architect of Bush's foreign policy".

05/06/03: When the Bush administration started
lobbying for war with Iraq, they used as rationale a definition of
preemption (generally meaning anticipatory use of force in the face of an
imminent attack) that was broadened to allow for the waging of a preventive
war in which force may be used even without evidence of an imminent attack.
They also were able to convince much of the American
public that Saddam Hussein had something to do with the attacks of 9/11,
despite the fact that no evidence of a link has been uncovered.
Consequently, many people supported the war on the basis of 1) a policy that
has no legal basis in international law and 2) a totally unfounded claim of
What most people do not know, however, is that certain high
ranking officials in the Bush administration have been working for regime
change in Iraq for the past decade, long before terrorism became an
important issue for our country. In 1997 they formed an organization called
the Project for the New American Century (PNAC). They have sought the
establishment of a much stronger U.S. presence throughout the Mideast and
Iraq's Saddam Hussein has been their number one target for regime change.
Members of this group drafted and successfully passed through Congress the
Iraqi Liberation Act, giving legal sanctions for an invasion of the country,
and funneled millions of taxpayer dollars to Hussein opposition groups
called the Iraqi National Congress and The Committee for the Liberation of
The PNAC philosophy was
formed in response to the ending of Cold War hostilities with Russia and the
emergence of America as the world's only preeminent superpower. Claiming
that this is a "strategic moment" that should not be squandered, members of
PNAC say that America should use its position to advance its power and
interests into all areas of the globe. They believe the time is ripe for
establishing democracies in regimes considered hostile to U.S. interests and
are not hesitant to advise the use of military means to achieve those ends.
PNAC members on the
Bush team include
Vice-President Dick Cheney and his top national security
I. Lewis Libby; Secretary of Defense Donald Rumsfeld; Deputy
Secretary of Defense Paul Wolfowitz; National Security Council member Eliot
Abrams; Undersecretary for Arms Control and International Security John
Bolton; and former Chairman of the Defense Policy Board, Richard Perle.
Other PNAC members exerting influence on U.S. policy are
the President of
the Committee for the Liberation of Iraq Randy Scheunemann, Republican Party
leader Bruce Jackson and current
PNAC chairman William Kristol, conservative
writer for the
Weekly Standard. Jeb Bush, the president's brother and
governor of Florida, is also a member.
Their campaign to
overthrow Hussein was unsuccessful during the Clinton presidency and early
days of Bush's term, but on 9/11 they found the event they needed to push
for the overthrow of Hussein. Within 24 hours both
Wolfowitz and Cheney
calling for an invasion of Iraq, even before anyone knew who had been
responsible for the attacks.
Individuals who now
belong to PNAC have been influencing White House policy since the Reagan
era, calling for coups in Central America and claiming that a
with Russia could be "winnable." Richard Perle is one of their most
prominent spokesmen. He and

Institute), who is currently lobbying for war with Syria and Iran, have
adopted a stance that they call "total war" — the ability to wage multiple
simultaneous wars around the globe to achieve American ends. Recently Perle
commented on America's war on terrorism: "No stages," he said, "This is
total war. We are fighting a variety of enemies. There are lots of them out
there. All this talk about first we are going to do Afghanistan, then we
will do Iraq . . . this is entirely the wrong way to go about it. If we just
let our vision of the world go forth, and we embrace it entirely and we
don't try to piece together clever diplomacy, but just wage a total war . .
. our children will sing great songs about us years from now."
Members of PNAC are so
self-assured they are advancing America's best interests that they publish
policy papers specifically outlining their plans, plans that many fear may
be laying the groundwork for a third world war. Their ideas are peculiarly
atavistic, considering the friendly ties that have been forged between most
of the major nations during the past ten years.

document is entitled "Rebuilding America's Defenses (RAD)," published on

It outlines a plan for
American hegemony in the coming years, pinpointing "problem areas" of the
world and suggesting regime change of unfavorable governments so that
eventually the whole world will be unified under the banner of American

evidence of PNAC influence on U.S. policy. For instance, the concept of
"Homeland Defense" comes straight from "RAD." Iran, Iraq and North Korea,
nations that George Bush calls the "Axis of Evil", are listed together in
"RAD" several times as possible military threats to the U.S. There is a
suggestion that military spending be increased to 3.8 percent of the GDP,
exactly the amount (over and above present expenses for the Iraqi campaign)
Bush has proposed for next year's budget. Its basic statement of policy
bespeaks and advocates the very essence of the idea of preemptive
Security Strategy of September 20, 2002, adopted PNAC ideas and
emphasized a broadened definition of preemption. Since we are already
hearing accusations against regimes in Iran and Syria, will they be slated
next for invasion?

with all of the single-mindedness, unilateralism and inattention to
international ramifications (with either friend or foe) that the Bush
administration displayed in its current build-up for war with Iraq. There is
even assertion of
the necessity of American political leadership overriding
that of the U.N.
(p. 11), a policy that was sadly played out when the U.S.
invaded Iraq without the approval of either the U.N. or the international
Rebuilding America's Defenses
I believe that
"Rebuilding America's Defenses" is a must-read for anyone concerned about
the future of our planet. Since the document is over 80 pages long I have
created a summary of its major ideas in order to make it more accessible.
Subject areas are
arranged under 4 categories:
Americana — outlining the rationale for global empire,
Global Hegemony — pinpointing regions that are considered trouble spots for
the Military — plans for expansion of U.S. military might, and
D. Future Wars
of Pax Americana — the "RAD" vision of complete control of land, sea, air,

As much as possible I
have used direct quotations followed by page numbers so that the reader can

"It is not a choice
between preeminence today and preeminence tomorrow. Global leadership is not
something exercised at our leisure, when the mood strikes us or when our
core national security interests are directly threatened; then it is already
too late. Rather, it is a choice whether or not to maintain American
military preeminence, to secure American geopolitical leadership, and to
preserve the American peace" (p. 76).
The building of Pax
Americana has become possible, claims "RAD," because the fall of the Soviet
Union has given the U.S. status as the world's singular superpower. It must
now work hard not only to maintain that position, but to spread its
influence into geographic areas that are ideologically opposed to our
influence. Decrying reductions in defense spending during the Clinton years
"RAD" propounds the theory that the only way to preserve peace in the coming
era will be to increase military forces for the purpose of waging multiple
to subdue countries which may stand in
the way of U.S. global preeminence.
Their flaws in logic
are obvious to people of conscience, namely, 1) a combative posture on our
part will not secure peace, but will rather engender fear throughout the
world and begin anew the arms race, only this time with far more contenders,
and 2) democracy, by its very definition, cannot be imposed by force.
Following is the
preamble to the document:
"As the 20th century
draws to a close, the United States stands as the world’s most preeminent
power. Having led the West to victory in the Cold War, America faces an
opportunity and a challenge: Does the United States have the vision to build
upon the achievement of past decades? Does the United States have the
resolve to shape a new century favorable to American principles and
"[What we require is] a
military that is strong and ready to meet both present and future
challenges; a foreign policy that boldly and purposefully promotes American
principles abroad; and national leadership that accepts the United States’
"Of course, the United
States must be prudent in how it exercises its power. But we cannot safely
avoid the responsibilities of global leadership or the costs that are
associated with its exercise. America has a vital role in maintaining peace
and security in Europe, Asia, and the Middle East. If we shirk our
responsibilities, we invite challenges to our fundamental interests. The
history of the 20th century should have taught us that it is important to
shape circumstances before crises emerge, and to meet threats before they
become dire. The history of the past century should have taught us to
embrace the cause of American leadership" (from the Project’s Statement of
Four Vital Missions
PNAC members believe
that there are four vital missions "demanded by U. S. global leadership,"
but claim that "current American armed forces are ill-prepared to execute"
America must defend its homeland. During the Cold War, nuclear deterrence
was the key element in homeland defense; it remains essential. But the new
century has brought with it new challenges. While reconfiguring its nuclear
force, the United States also must counteract the effects of the
proliferation of ballistic missiles and weapons of mass destruction that may
soon allow lesser states to deter U.S. military action by threatening U.S.
allies and the American homeland itself. Of all the new and current missions
for U.S. armed forces, this must have priority.
Second, the United States must retain sufficient forces able to rapidly
deploy and win multiple simultaneous large-scale wars and also to be able to
respond to unanticipated contingencies in regions where it does not maintain
forward-based forces. This resembles the 'two-war' standard that has been
the basis of U.S. force planning over the past decade. Yet this standard
needs to be updated to account for new realities and potential new
Third, the Pentagon must retain forces to preserve the current peace in ways
that fall short of conduction major theater campaigns. A decade’s experience
and the policies of two administrations have shown that such forces must be
expanded to meet the needs of the new, long-term NATO mission in the
Balkans, the continuing no-fly-zone and other missions in Southwest Asia,
and other presence missions in vital regions of East Asia. These duties are
today’s most frequent missions, requiring forces configured for combat but
capable of long-term, independent constabulary operations.
Armed Forces. Finally, the Pentagon must begin now to exploit the
so-called 'revolution in military affairs,' sparked by the introduction of
advanced technologies into military systems; this must be regarded as a
separate and critical mission worthy of a share of force structure and
defense budgets" (p. 6).
"In conclusion, it
should be clear that these four essential missions for maintaining American
military preeminence are quite separate and distinct from one another – none
should be considered a 'lesser included case' of another, even though they
are closely related and may, in some cases, require similar sorts of forces.
Conversely, the failure to provide sufficient forces to execute these four
missions must result in problems for American strategy. The failure to build
missile defenses will put America and her allies at grave risk and
compromise the exercise of American power abroad. Conventional forces that
are insufficient to fight multiple theater wars simultaneously cannot
protect American global interests and allies. Neglect or withdrawal from
constabulary missions will increase the likelihood of larger wars breaking
out and encourage
petty tyrants to defy
American interests and ideals. And the failure to prepare for
tomorrow’s challenges will ensure that the current
comes to an early end" (p. 13).
On Usurping the Power
of the UN
constabulary missions are far more complex and likely to generate violence
than traditional 'peacekeeping' missions. For one, they demand American
political leadership rather than that of the United Nations, as the failure
of the UN mission in the Balkans and the relative success of NATO operations
"Nor can the United
States assume a UN-like stance of neutrality; the preponderance of American
power is so great and its global interests so wide that it cannot pretend to
be indifferent to the political outcome in the Balkans, the Persian Gulf or
even when it deploys forces in Africa. Finally, these missions demand forces
basically configured for combat. While they also demand personnel with
special language, logistics and other support skills, the first order of
business in missions such as in the Balkans is to establish security,
stability and order. American troops, in particular, must be regarded as
part of an overwhelmingly powerful force" (p. 11).
On Preserving American
"Since today’s peace is
the unique product of American preeminence, a failure to preserve that
preeminence allows others an opportunity to shape the world in ways
antithetical to American interests and principles. The price of American
preeminence is that, just as it was actively obtained, it must be actively
maintained" (p. 73).
forces, it seemed, could either prepare for the future by retreating from
its role as the
essential defender of today’s
global security order, or it could take care of current business but
be unprepared for tomorrow’s threats and tomorrow’s battlefields" (p. i).
Securing Global Hegemony
"In a larger sense, the
new president will choose whether today’s 'unipolar moment,' to use
columnist Charles Krauthammer’s phrase for America’s current geopolitical
preeminence, will be extended along with the peace and prosperity that it
provides" (p. 4).
"RAD" takes the posture
that only the U.S. should manipulate international relations and points out
"trouble spots" that may cause future problems, like Iraq, Iran, Korea and
all of East Asia. There is concern that several nations might come together
to challenge U.S. interests. Consequently any nation that produces nuclear
weapons or engages in significant arms build-up will be viewed as a
Iraq and the Persian
"After eight years of
no-fly-zone operations, there is little reason to anticipate that the U.S.
air presence in the region should diminish significantly as long as Saddam
Hussein remains in power. Although Saudi
domestic sensibilities demand
that the forces based in the Kingdom
nominally remain rotational forces, it has become apparent that this is now
a semi-permanent mission. From an American perspective, the value of such
bases would endure even should Saddam pass from the scene. Over the long
term, Iran may well prove as large a threat to U.S. interests in the Gulf as
Iraq has. And even should U.S.-Iranian relations improve, retaining
forward-based forces in the region would still be an essential element in
U.S. security strategy given the longstanding American interests in the
region" (p. 17).
"In the Persian Gulf
region, the presence of American forces, along with British and French
units, has become a semi-permanent fact of life. Though the immediate
mission of those forces is to enforce the no-fly zones over northern and
southern Iraq, they represent the long-term commitment of the United States
and its major allies to a region of vital importance. Indeed, the United
States has for decades sought to play a more permanent role in Gulf regional
security. While the unresolved conflict with Iraq provides the immediate
justification, the need for a substantial American force presence in the
Gulf transcends the issue of the regime of Saddam Hussein" (p. 14).
no-fly-zone air operations over northern and southern Iraq have continued
without pause for almost a decade, they remain an essential element in U.S.
strategy and force posture in the Persian Gulf region.
Ending these operations would hand Saddam
Hussein an important victory, something any American leader would be loath
to do. Likewise, withdrawing from the Balkans would place American
leadership in Europe – indeed, the viability of NATO – in question.
While none of these operations involves a mortal threat, they do engage U.S.
national security interests directly, as well as engaging American moral
interests" (p. 11).
"In Europe, the Persian
Gulf and East Asia, enduring U.S. security interests argue forcefully for an
enduring American military presence" (p. 74).
"The Air Force presence
in the Gulf region is a vital one for U.S. military strategy, and the United
States should consider it a
permanent presence, even as it seeks ways to lessen Saudi, Kuwaiti and
regional concerns about U.S. presence" (p. 35).
Axis of Evil
"It is now commonly
understood that information and other new technologies – as well as
widespread technological and weapons proliferation – are creating a dynamic
that may threaten America’s ability to exercise its dominant military power.
Potential rivals such as China
anxious to exploit these transformational technologies broadly, while
adversaries like Iran, Iraq and North Korea are rushing to develop ballistic
missiles and nuclear weapons as a deterrent to American intervention in
they seek to dominate" (p. 4).
"The current American
peace will be short-lived if the United States becomes vulnerable to rogue
powers with small, inexpensive arsenals of ballistic missiles and nuclear
warheads or other weapons of mass destruction. We cannot allow North Korea,
Iran, Iraq or similar states to undermine American leadership, intimidate
American allies or threaten the American homeland itself.
The blessings of the American peace,
purchased at fearful cost and a century of effort, should not be so
trivially squandered" (p. 75).
"Reflecting the gradual
shift in the focus of American strategic concerns toward East Asia, a
majority of the U.S. fleet, including two thirds of all carrier battle
groups, should be concentrated in the Pacific. A new, permanent forward base
should be established in Southeast Asia (p. 39).
"As stressed several
times above, the United States should seek to establish – or reestablish – a
more robust naval presence in Southeast Asia, marked by a long-term,
semi-permanent home port in the region, perhaps in the Philippines,
Australia, or both" (p. 44).
"Raising U.S. military
strength in East Asia is the key to coping with the rise of China to
great-power status. For this to proceed peacefully, U.S. armed forces must
retain their military preeminence and thereby reassure our regional allies.
"The prospect is that
East Asia will become an increasingly important region, marked by the rise
of Chinese power….A similar rationale argues in favor of retaining
substantial forces in Japan. In recent years, the stationing of large forces
in Okinawa has become increasingly controversial in Japanese domestic
politics, and while
efforts to accommodate
local sensibilities are warranted, it is essential to retain the
capabilities U.S. forces in Okinawa represent.
"As discussed above,
the focus of American security strategy for the coming century is likely to
shift to East Asia. This reflects the success of American strategy in the
20th century, and particularly the success of
the NATO alliance through the Cold War, which has created what
appears to be a generally stable and enduring peace in Europe. The pressing
new problem of European security – instability in Southeastern Europe – will
be best addressed by the continued stability operations in the Balkans
by U.S. and NATO ground forces supported by
land-based air forces. Likewise, the new opportunity for greater
European stability offered by
expansion will make demands first of all on ground and land-based air
forces. As the American security perimeter in Europe is removed eastward,
this pattern will endure, although naval forces will play an important role
in the Baltic Sea, eastern Mediterranean and Black Sea, and will continue to
support U.S. and NATO operations ashore" (pp. 43-44).
"The Balkans, and
southeastern Europe more generally, present the major hurdle toward
the creation of a Europe 'whole and free' from the Baltic to the Black Sea.
The delay in bringing security and stability to southeastern Europe has not
only prevented the consolidation of the victory in the Cold War, it has
created a zone of violence and conflict and introduced uncertainty about
America’s role in Europe" (pp. 15-16).
"Despite the shifting
focus of conflict in Europe, a requirement to station U.S. forces in
northern and central Europe remains. The region is stable, but a continued
American presence helps to assure the major European powers, especially
Germany, that the United States retains its longstanding security interest
in the continent. This is especially important in
light of the nascent European moves toward an independent defense 'identity'
and policy; it is important that NATO not be replaced by the European Union,
leaving the United States without a voice in European security affairs"
"Although U.S. Navy and
Marine forces generally operate on a regular cycle of deployments to
European waters, they rely on a network of permanent bases in the region,
especially in the Mediterranean. These should be retained, and consideration
given to establishing a more robust presence in
the Black Sea" (p. 17).
Several statements advocating the possible
necessity of removing hostile regimes can be found in the document.
"American military preeminence will continue
to rest in significant part on the ability to maintain sufficient land
forces to achieve political goals such as removing a dangerous and hostile
regime when necessary" (p. 61).
"The need to respond
with decisive force in the event of a major theater war in Europe, the
Persian Gulf or East Asia will remain the principal factor in determining
Army force structure for U.S.-based units. However one judges the likelihood
of such wars occurring, it is essential to retain sufficient capabilities to
bring them to a satisfactory conclusion, including the possibility of a
victory that results in long-term
political or regime change" (p. 25).
"America’s adversaries will continue to resist
the building of the American peace; when they see an opportunity as
Saddam Hussein did in 1990, they will employ their most powerful armed
forces to win on the battle-field what they could not win in peaceful
competition; and American armed forces will
remain the core of efforts to deter, defeat, or remove from power regional
aggressors" (p. 10).
Rebuilding the Military
"If an American peace
is to be maintained, and expanded, it must have a secure foundation on
unquestioned U.S. military preeminence"
One stated objective of
"RAD" is "to outline the large,
'full-spectrum' forces that are necessary to conduct the varied
tasks demanded by a strategy of American preeminence for today and tomorrow"
(p. 5). Much of the document is an elucidation of those missions and
includes specific recommendations about weaponry, deployment patterns,
increased personnel and defense spending.
"In sum, the 1990s have
been a 'decade of defense neglect'. This leaves the next president of the
United States with an enormous challenge: he must increase military spending
to preserve American geopolitical leadership, or he must pull back from the
security commitments that are the measure of America’s position as the
world’s sole superpower and the final guarantee of security, democratic
freedoms and individual political rights" (p. 4).
desirable strategic situation in which the United States now finds itself
requires a globally preeminent military capability both today and in the
years of cuts in defense spending
have eroded the American military’s combat readiness, and put in jeopardy
the Pentagon’s plans for maintaining military superiority in the years
ahead. Increasingly, the U.S. military has found itself undermanned,
inadequately equipped and trained, straining to handle contingency
operations, and ill-prepared to adapt itself to the revolution in military
affairs" (p. i).
The four core missions
of PNAC referred to below were outlined in section A. Pax Americana.
"To carry out these
core missions, we need to provide sufficient
force and budgetary allocations. In particular, the United States
STRATEGIC SUPERIORITY, basing the U.S. nuclear deterrent upon a global,
nuclear net assessment that weighs the full range of current and emerging
threats, not merely the U.S.-Russia balance.
RESTORE THE PERSONNEL
STRENGTH of today’s force to roughly the levels anticipated in the 'Base
Force' outlined by the Bush Administration, an increase in active-duty
strength from 1.4 million to 1.6 million.
REPOSITION U.S. FORCES
to respond to 21st century strategic realities by shifting permanently based
forces to Southeast Europe and Southeast Asia, and by changing naval
deployment patterns to reflect growing U.S. strategic concerns in East Asia.
MODERNIZE CURRENT U.S.
FORCES SELECTIVELY, proceeding with the F-22 program while increasing
purchases of lift, electronic support and other aircraft; expanding
submarine and surface combatant fleets; purchasing Comanche helicopters and
medium-weight ground vehicles for the Army, and the V-22 Osprey 'tilt-rotor'
aircraft for the Marine Corps.
PROGRAMS such as the Joint Strike Fighter, CVX aircraft carrier, and
Crusader howitzer system that would absorb exorbitant amounts of Pentagon
funding while providing limited improvements to current capabilities.
Savings from these canceled programs should be used to spur the process of
DEVELOP AND DEPLOY
GLOBAL MISSILE DEFENSES to defend the American homeland and American allies,
and to provide a secure basis for U.S. power projection around the world.
CONTROL THE NEW
'INTERNATIONAL COMMONS' OF SPACE AND 'CYBERSPACE,' and pave the way for the
creation of a new military service – U.S. Space Forces – with the mission of
EXPLOIT THE 'REVOLUTION
IN MILITARY AFFAIRS' to ensure the long-term superiority of U.S.
conventional forces. Establish a two-stage transformation process which
INCREASE DEFENSE SPENDING gradually to a
minimum level of 3.5 to 3.8 percent of gross domestic product, adding $15
billion to $20 billion to total defense spending annually" (p. v).
"In general terms, it
seems likely that the process of transformation will take several decades
and that U.S. forces will continue to operate many, if not most, of today’s
weapons systems for a decade or more. Thus, it can be foreseen that the
process of transformation will in fact be a two-stage process: first of
transition, then of more thoroughgoing transformation. The break-point will
come when a preponderance of new weapons systems begins to enter service,
perhaps when, for example, unmanned aerial vehicles begin to be as numerous
as manned aircraft. In this regard, the Pentagon should be very wary of
making large investments in new programs – tanks, planes, aircraft carriers,
for example – that would commit U.S. forces to current paradigms of warfare
for many decades to come" (p. 13).

Air Force — Toward a
Global First-Strike Force

"Although air power
remains the most flexible and responsive element of U.S. military power, the
Air Force needs to be restructured, repositioned, revitalized and enlarged
to assure continued 'global reach, global power'" (p. 31).
"A gradual increase in
Air Force spending back to a $110 billion to $115 billion level is required
to increase service personnel strength; build new units, especially the
composite wings required to perform the 'air constabulary missions' such as
no-fly zones; add the support capabilities necessary to complement the fleet
of tactical aircraft; reinvest in space capabilities and begin the process
of transformation" (p. 37).
"The ability to have
access to, operate in, and dominate the aerospace environment has become the
key to military success...
"A recent study done
for the Air Force indicates that a worldwide network of forward operating
bases….might cost $5 billion to $10 billion through 2010. The study
speculates that some of the cost might be paid for by host nations anxious
to cement ties with the United States, or, in Europe, be considered as
common NATO assets and charged to the NATO common fund" (p. 20).

"The end of the Cold
War leaves the U.S. Navy in a position of unchallenged supremacy on the high
seas, a dominance surpassing that even of the British Navy in the 19th and
early parts of the 20th century. With the remains of the Soviet fleet now
largely rusting in port, the open oceans are America’s, and the lines of
communication open from the coasts of the United States to Europe, the
Persian Gulf and East Asia.
"Thus, while naval
presence, including carrier presence, in the western Pacific should be
increased, the Navy should begin to conduct many of its presence missions
with other kinds of battle groups based around cruisers, destroyers and
other surface combatants as well as submarines. Indeed, the Navy needs to
better understand the requirement to have substantial numbers of
cruise-missile platforms at sea and in close proximity to regional hot
spots, using carriers and naval aviation as reinforcing elements" (p. 46).
"As a supplement to
forces stationed abroad under long-term basing arrangements, the United
States should seek to establish a network of 'deployment bases' or 'forward
operating bases' to increase the reach of current and future forces. Not
only will such an approach improve the ability to project force to outlying
regions, it will help circumvent the political, practical and financial
constraints on expanding the network of American bases overseas" (p. 19).

allow for rapid deployments, contingency exercises, and extended initial
operations in times of crisis. These preparations should include modernized
air traffic control, fuel, and weapons storage facilities, and perhaps small
stocks of prepositioned munitions, as well as sufficient ramp space to
accommodate surges in operations. Improvements also should be made to
existing facilities in England to allow forward operation of B-2 bombers in
times of crisis, to increase sortie rates if needed" (p. 34).
...."But what should
finally drive the size and character of our nuclear forces is not numerical
parity with Russian capabilities but maintaining American strategic
superiority – and, with that superiority, a capability to deter possible
hostile coalitions of nuclear powers. U.S. nuclear superiority is nothing to
be ashamed of; rather, it will be an essential element in preserving
American leadership in a more complex and chaotic world" (p. 8).
Future Wars of Pax Americana
"Until the process of
transformation is treated as an enduring military mission – worthy of a
constant allocation of dollars and forces – it will remain stillborn" (p.
"RAD" envisions a
future in which the United States is in complete control of land, sea, air,
space and cyberspace of planet Earth. It finds objectionable the limitations
imposed by the ABM treaty and urges a newer rendition of Reagan's 'Star
Wars' defense shield program. Three missions are seen as crucial.
Defenses — "A network against limited strikes, capable of protecting the
United States, its allies and forward-deployed forces, must be constructed.
This must be a layered system of land, sea, air and space-based components"
"The first element in
any missile defense network should be a galaxy of surveillance satellites
with sensors capable of acquiring enemy ballistic missiles immediately upon
launch" (p. 52).
"At the same time, the
administration’s devotion to the 1972 Anti-Ballistic Missile (ABM) Treaty
with the Soviet Union has frustrated development of useful ballistic missile
defenses. This is reflected in deep budget cuts
2. Control of Space
— "RAD" advises instituting a new "Space Service" thereby escalating
U.S. military preparedness "from the theatre level to the global level" in
order to achieve worldwide dominance, both militarily and commercially.
"Much as control of the
high seas – and the protection of international commerce – defined global
powers in the past, so will control of the new 'international commons' be a
key to world power in the future. An America incapable of protecting its
interests or that of its allies in space or the 'infosphere'
find it difficult to exert global political leadership" (p. 51).
3. Control of
Cyberspace — "Although many concepts of
'cyber-war' have elements of
science fiction about them, and the role of the Defense Department in
establishing 'control,' or even what 'security' on the Internet means,
requires a consideration of a host of legal, moral and political issues,
there nonetheless will remain an imperative to be able to deny America and
its allies' enemies the ability to disrupt or paralyze either the military's
or the commercial sector's computer networks.
offensive capability could offer America's military and political leaders an
invaluable tool in disabling an adversary in a decisive manner. Taken
together, the prospects for
space war or
'cyberspace war' represent the truly revolutionary potential
inherent in the notion of military transformation. These future forms of
warfare are technologically immature, to be sure. But, it is also clear that
for the U.S. armed forces to remain preeminent and avoid an Achilles Heel in
the exercise of its power they must be sure that these potential future
forms of warfare favor America just as today’s air, land and sea warfare
reflect United States military dominance" (p. 57).
Transforming Conventional Forces
Space itself will
become a theater of war, as nations gain access to space capabilities and
come to rely on them; further, the distinction between military and
commercial space systems – combatants and noncombatants – will become
blurred. Information systems will become an important focus of attack,
particularly for U.S. enemies seeking to short-circuit sophisticated
American forces. And
advanced forms of
biological warfare that can target specific genotypes may transform
biological warfare from the realm of terror to a politically useful tool"
Army of the Future:
"Consider just the potential changes that might effect the infantryman.
Future soldiers may operate in encapsulated, climate-controlled, powered
fighting suits, laced with sensors, and boasting chameleon-like 'active'
camouflage. 'Skin-patch' pharmaceuticals help regulate fears, focus
concentration and enhance endurance and strength.

The events of 9-11-2001 continue to be the subject of intense debate and speculation due to the US Governments failure to provide the people of the world with a plausible or believable explanation namely: why two steel framed skyscrapers collapsed and were pulverized into dust as they imploded into their own footprints at free-fall speed from a lateral impact that they were designed to withstand, why building 7 also collapsed due to "office fires" and how a 767 disappeared into a two meter in diameter hole in the Pentagon without damaging the lawn or even second floor windows. Attacks of this nature have been classified as "an indirect defensive attack" by author Len Bracken and in this case saw the United States attacking itself. For those who think these are all "conspiracy theories" Len Bracken cites Machiavelli as one figure who actually documented such tactics man many years ago. He spoke to the Voice of Russia about these matters and more blaming 9-11 on a group originally calling itself the Safari Club.
Hello, this is John Robles, I'm speaking with Mr. Len Bracken, he is the author of six books including the "Shadow Government: 9-11 and State Terror", he is also a specialist in international affairs and international relations, and an accredited journalist. This is part 3 of an interview in progress.
Robles: Do you think is really possible that a government could kill 3,000 of its own citizens as a pre-text to bring about a hyper-security state and a condition of endless war?
Bracken: Right. The wars in Afghanistan and Iraq and the establishment of the Department of Homeland Security, which probably will make the Gestapo look like some kind of Utopian Paradise when it's all over.
Robles: You think it's possible, you think that's realistic?
Bracken: Yeah, I do think it's possible, I think that, you know, you had people like Samuel Huntington with his book 'The Clash of Civilizations', there seems to be have been this idea that they would start this "War on Terror" to pick up where the Cold War left off.
And of course a lot of this all goes back to the thing that you brought up before, which is this Project for a New American Century. And of course, Bamford came back in another book called "The Pretext for War" where goes into a great detail about how misleading it was for the Bush Administration to try to link 9-11 to Iraq, and of course, a lot of this goes back to the thing that you brought up before which is this Project for a New American Century, so many of the people that were a part of that, are tied to (How can I put it?) neoconservatives around Leo Strauss at the University of Chicago, who believe in the "noble lie" that can justify any kind of action.
Robles: Len, I was wondering if you could tell me anything about an article which appeared, I believe it was in Newsweek, somewhere around the 15th of September (2001), and they said that the Pentagon had been forewarned, somewhere in this article, which went into… tied into other warnings that were apparently received by other officials and, for example, Condoleezza Rice and the Mayor of San Francisco and some other officials who apparently did not fly that day. Do you know anything about that?
Bracken: Right, the article in the September, 15th issue of Newsweek talked about many of the hijackers receiving training at secure US military installations but it also mentioned that senior Pentagon officials were told not to fly, and to cancel all airplane travel reservations on the day before the 9-11 attacks.
This was in the article and when fellow researchers of mine spoke with one of the authors of the article, a very senior journalist, he denied that this information was actually in the article. And then my friend in turn said: "Hey, it's right here, you can see with your own eyes that this is what it says" and then he said "Well, then that's not true". So he denied the veracity of his own article.
Now with regard to some of the training, probably the most notorious example involves a 24th year air force veteran, by the name of Lieutenant Colonel Steve Butler who was essentially the Dean of Students at the Defense Language Institute in Monterey, California and he said that one of the hijackers and its, this Saeed Alghamdi (difficult name to pronounce) was actually trained at his institute and main others as well and that this Saeed Alghamdi was actually one of the three hijackers who took flight trainings at the Pensacola Naval Air Station.
Then, of course, Colonel Butler was actually chastised and given some kind of disciplinary action on the basis of having made accusations, disciplinary measures were taken against him because he accused President Bush of knowing about the impending attacks and doing nothing.
Here is a quote from the letter that he wrote on May, 26th 2002 in theMonterey County Herald: "Of course President Bush knew about the impending attacks on America. He did nothing to warn the American people because he needed this war on terrorism."
Robles: Len, can you tell us a little bit of the background about the.. I believe, what was the official name of this school in Monterey? This was the school where they used to train spies. Can you give us some details on that?
Bracken: It was founded in 1946 with the first name being the Military Intelligence Service Language School, now it is called the Defense Language Institute, Foreign Language Center in Monterey, most people refer to it as the Defense Language Institute.
Robles: How many of these terrorists were there and what were they studying? English?
Bracken: My understanding is that there was at least one, this Saeed Alghamdi, could have been more and they were studying English as a second language.
Robles: Why would they need it?
Bracken: You know, that's a good question. I guess that they probably spoke some English but not well enough to further their fight training or whatever else they were doing.
Robles: Do you think it is still possible that these people are still around today? Do you think any of the hijackers are still alive?
Bracken: It is entirely possible but certainly the idea that people they said who committed these attacks probably were not the ones who did it. Because many of these people have been found still alive, yet the government said that they died in the attacks.
Robles: So who did it then?
Bracken: I go back to what I said before; I think it was a massive operation, massive intelligence operation involving several governments.
Robles: Do you think it is possible they were drones?
Bracken: I take all of the above approach to the technical questions; I think we should consider everything. I don't think we are not going to get definitive answers on any of them. That's not very satisfying but I think that that's the reality.
I just go back to sort of my theory, I think it was an indirect defensive attack with United States attacking itself.
It's a very interesting thing about conspiracies, in his discourses Machiavelli talks about six types of conspiracies and he says that an attack against one's own country is actually very easy to do and so you have it from a figure no less than Machiavelli, saying that, you know, someone in a position of power decides to attack his own country, that he certainly would be able to do that with relative ease.
It might be interesting to include, you know, when people talk about conspiracy theories and try to dismiss this type of thinking. These things have been around for a long time and you have political analysts of the stature of Machiavelli presenting his classifications of types of conspiracies actually.
Robles: Back to the language school, I believe the person you mentioned wrote a letter to some newspaper.
Bracken: Right. It was in May 26, 2002 inMonterey County Herald, I have portion of it here at hands and he said: "Of course President Bush knew about the impending attacks on America. He did nothing to warn the American people because he needed this war on terrorism."
So that was written by a 24-year veteran of the air force, Lieutenant Colonel Steve Butler who was the Dean of Students at the Defense Language Institute who said that Saeed Alghamdi, and perhaps other hijackers were students at the Institute.
Robles: He "neededthis war on terrorism", why do think that is?
Bracken: I think its feeling the vacuum created by the end of the Cold War, you had to have something to sustain the Defense Industrial Complex, which is sort of, to say it more accurately, it's probably a Military Intelligence Complex at this point, you might even call it a Military Intelligence Pharmaceutical Complex because a lot of drugs are being given to people that are involved in those operation, I believe.
Robles: Whether they are branch outing the pharmaceuticals or intelligence or military, I don't think it's important, it is the same shadow government, if you want to call them that.
Bracken: That was the title of book but unfortunately, I don't have the definitive list of those responsible, we can always keep looking but it's hard to really know exactly who is pulling the strings, who are the puppet masters?
Robles: Now, Len, your theory. What is your gut feeling, what is your theory who is behind this? What do you think really happened? In your gut, in your heart? Who do you think really did this?
Bracken: I think it's agroup, a sort of amorphous group, called the Safari Club. And this Safari Club started back in the 70s when they had the Church Committee looking into activities of the CIA.
It comprises Saudi Arabia, Israel and the United States primarily, could bring in other intelligence agencies, conceivably Pakistan in this event.
So the Safari Club came into being in order to prosecute just these kinds of things that would never be allowed by the parliaments and the Congress of the United States, the legislative bodies.
So that's my gut, that it was some kind of group, we'll call it the Safari Club, go back to the historical precedent, maybe it's no longer called that, probably it has another name, it is very easy to change names. But I think it was an alliance of intelligence forces in Saudi Arabia, Israel and the United States.
Robles: This is even beyond Black operations, isn't it? I don't even think that Black Operations Command would allow something like that to happen?
Bracken: I think it's in part a Black Opbut then it has a broader strategic… tactically a Black Op but strategically starting a massive war against terror.
Of course, you mentioned Al-Qaeda, and it was not long after the 2005, 7/7 bombings in London, that Robin Cook who was the former Foreign Secretary of Great Britain said that Al-Qaeda doesn't really exist, and that it is just a database for the CIA and then he passed away shortly after saying that.
Robles: I have heard thatrecently Al-Qaeda stands for "CIA Terrorist Database", isn't that correct?
Bracken: Well, that's what Robin Cook said. The former Foreign secretary of Great Britain said that.
Robles: Well, Al-Qaeda was begun, we know, in Afghanistan to fight the Soviet Union, Osama bin Laden got his start in that war, Osama bin Laden had a CIA code name of Tom Osman when he toured US military installations and was privy to weapons demonstrations and things like that. Many people probably don't know that.
The man who came up with that information Orlin Grabbe, he is no longer with us, he was forced to live in South America or some place after publishing that information, he died a few years ago.
So Saudi controlling Al-Qaeda, the US funding controlling Al-Qaeda and now let's look at Syria, 426 children killed as a pre-text for another aggressive military attack. What do you think about Syria?
Bracken: It's just a crime; it's like a slow motion crime. My heart goes out to everyone who is faced with this "foreign intervention", I wrote a general theory of Civil War, I would say that this is not a Civil war; this is most clearly a foreign intervention using the irregular troops to do it.
Robles: Non-state actors, right?
Robles: President Assad, he said himself there are tens of thousands, he said, there are "tens of thousands" of imported foreign mercenary quote/unquote "jihadists", I don't know if you want to call them jihadists because, I mean, obviously they have economic interests and they are in their being paid, he said tens of thousands, it's almost beyond belief. And most people don't believe it, most people say, "Ah, it's some conspiracy theory, it can't happen", especially with what they are fed in the US media. The US media, even if they know this, many US reporters, they know this information but they can't talk about it because they will lose their jobs.
Bracken:There is an interesting connection… and we do depend on Russian media to a large extent to bring us some news, but there is an interesting tie-in between 9-11 and Syria and that is in the person of Thierry Meyssan who wrote the "Big Lie", which was probably the first book about 9-11 saying that it was an inside job and he has been doing some great reporting as well with his Voltaire Network about the events in Syria.
Robles: Len, let me ask you a question, a personal question, do you ever get afraid for your safety? Have you been threatened, have you been watched?
Bracken:Yeah, yeah. I get some warnings. And I try my best to walk a fine line, and we say what we can say, of course, here in the United States we have libel laws for the most part, I just addressed my accusations towards the collective statesmen, you know, you have to be very careful, well this is verbatim, my warning was that: "I had to be very careful with what I write", and I try to be very careful.
Robles: Who gave you that warning? Can you tell us?
Bracken: I can tell you that the same verbatim words were spoken to me twice by two different people in the course of one week when I was writing the book in the summer of 2002 and my apartment was opened, I would come home two days in a row and the front door would be open.
So I was given these very direct, but not too ominous messages, I would have to say that (How can I put it?), I was scared but, you know, I survived. I don't think I'm particularly brave, I'm not particularly brave, I would not be the first one to say that there is a lot of other people out there who have gone further with all of this and I think about somebody like a family member named Beverly Eckert who died in a plane crash herself, and she was one of those people who did not accept the money, and was trying to get to the bottom of what really happened.

One of the most marginalized groups after the events of 9/11 were the scientists and the engineers who could actually prove the fallacy of the official version of those events. From false arrests to demonization, to outright murder after 9/11, there was an unprecedented campaign to silence anyone who went against the official version of those events. The evidence pointing to US Government involvement at the highest levels is wide-ranging, well-documented and proven, yet no investigation is allowed to be carried out and no official has or will be found guilty of one of the worst single acts of homicide in the history of mankind.
Although the Western media attempts to dismiss all talk of a concerted effort and inside plan, involving the events of 9/11 and everything that we have seen since then, the scientific evidence and the facts themselves, as well as all of the events that have occurred since September 11, 2001, point to something much more sinister and evil than most people are willing to accept.
It is the outright horrific nature of what has been occurring since 9/11 that forces normal civilized people to shake their head in disbelief in attempt to deny that such a plot is possible.
Professor Ronald Cutburth, a scientist who had access to secret data at Lawrence Livermore Labs, concerning explosives and nano-thermite, and other such projects, witnessed the CIA involvement with powerful high-tech explosives which have been proven to have been used on the buildings of the World Trade Center on September 11, 2001.
Mr. Cutburth believes that the new world order wished to take over the world and that what we are seeing now in Ukraine is just the next step before the goal of the destruction of the Russian Federation.
This is John Robles, you are listening to an interview with Dr. Ronald Cutburth. He is an Engineering Scientist and Intelligence Expert, and did his dissertation at the Lawrence Livermore Lab in the United States.
Robles: Hello Sir! How are you this evening?
Cutburth: Hello Russia! I wanted to talk to you to help Moscow and Russia. Things are getting dangerous nowadays, or more dangerous than people realize or expected. The new world order controls our news in America more strongly than what they said the Soviet Union controlled the news. We are blinded in America.
So, this whole thing of threat that are in Ukraine right now, it is all chain-connected to use the demolition of the World Trade Centers, as a means to get started, to kick off what they call the Arab Spring. It really started when they blew up the World Trade Center.
Robles: Can you tell us about some of the things you know, as an engineering scientist, some of the concrete inarguable evidence that the World Trade Center was blown up, that it was not the result of lateral impacts from aircraft?
Cutburth: No, it wasn’t. There is an organization that I belong to called Architects and Engineers for 9/11 Truth. And there’s over 2,000 engineers and scientists in the organization. But we can’t get any hearing because of the controlled news media. They have such an iron fisted control of the news; we can’t get a new investigation.
The purpose of it was so they could make a war in Afghanistan, and then follow through with more wars and this builds their war machine, and made it possible for them to rob all these Arab countries. But also it helped cut down the strength of the Arab countries and helped Israel. People thought: “oh, see, maybe they helping Israel”. In reality, it helped the new world order come closer to being able to control the world. That is what it is more about. And so you could say: “well this is to help Israel along” - not really, because it puts now Israel in danger.
There is immense amount of evidence about the World Trade Center. I am writing an article right now for our organization proving that nano RDX was used to blow up the concrete.
Robles: Can you give some details about this material?
Cutburth: They talked about Livermore Lab. Well I have been at Livermore Lab, I designed with their research. And when I realized that it was likely true, that it was developed at Livermore Lab. It is called nanothermite and I found that also they’ve developed another one called nano RDX. RDX is supposed to be a high explosive. But now nano RDX, it could be 5 times stronger. It is almost like nuclear weapon material. And who would it be available to, is what I am looking at too. It would be available to only people involved at high levels and that would the CIA.
Robles: Can you tell us a little bit about your work at Lawrence Livermore Labs, which is one of the most top-secret facilities in the US?
Cutburth: Yeah, I was there as a designer, but while there I produced patentable ideas. It was the main issue of patent on laser optic hardware, high-precision lasers, for large lasers. And that was partly for isotope separation, nuclear material isotope separation. And then, they were so happy with my work, when I went back to work on my dissertation, they opened the doors for me and I was able to evaluate 200 of their programs and I have that in my dissertation, which is titled Operations Analysis of Engineering Science Permission, Lawrence Livermore National Lab. It is an important dissertation.
Now, I found the level of their skills was very, very high and one of the programs I did research was one called sol-gel. Now I find sol-gel is the heart of nanothermite, nano-explosives. It is extremely powerful. This nanothermite, nano RDX is perhaps 4 times stronger than regular RDX. It is like nuclear material.
Robles: Nano RDX it is called?
Cutburth: Nano RDX.
Robles: This was found at WTC?
Cutburth: No, the nanothermite was found there. They were not looking for a nano RDX. Nano RDX would be harder to find. It is a different chemical. They did find nanothermite and it was mixed in with all of the dust, it was all around those little place, so it ... but nobody will investigate that, even though we have scientists that proved that it was there.
So anyway, the key point about this though to me is that the only people who have the available, would be high level people in the American Government, mainly the CIA. I suspect that George Tenet, the CIA Director, was behind it. We see that … we hear a lot of stories about what all the things the CIA are involved. In fact, part of my research, one of my reports I found, I saw the comments that the CIA bothering them about censors of all kind. So it’s CIA connected.
Robles: I’m sorry – about censors?
Cutburth: The CIA is connected with the nano-explosives. So, tracking an investigation, even though there’s 2,000 engineers that can prove that it was done by explosives. We can’t get the investigation because of the new world order news media. The news media, they have the news totally closed up. This is worse than what they claimed the Soviet Union was, when you get this kind of murder. And that it stretches out is the basis of causing attacks all over the world, it is the basis for it, a million people dead now.
And so, we could see what was going to happen and I could see what was coming. When they got up to Syria I claimed that Putin won, he got the new world order stopped at Syria, I said that before he actually stopped them. Now the reason I knew he could do that…now, the military won’t say it, they said they don’t know why Obama backed off. It must be because Putin can sink our aircraft carriers now.
America has been busy. They made those aircraft carriers. We thought it was national defense, but they used them to attack a little country. So, the Russians, instead of spending all that money to develop the aircraft carriers, they just developed a super fast cruise missile that can sink them. And that fixed the story.
And that is very crucial, and that is important about the Russian aerospace defense theory – extremely highly-skilled and I saw a report. And, I like I said, I'm an intelligence expert; it’s also, it’s strategic planning. Another thing that has an advantage over them is that he was former KGB. But they do the scare stories saying: “oh he is dangerous, he is KGB”. And in reality he is a highly educated intelligence expert. I know what that is. I probably don’t have his skills or I don’t have the tools, but he is a highly-skilled intelligence agent.
So, that matters and that put him upfront, and that puts you out in the edge. But it is dangerous. So, now, when they can’t defeat him, they are going to destroy him with the news media. That’s what they’ve been doing.
I’ve done some research and I’ve found there are all kinds of Israel fronts on the news and new world order fronts on the news. There is a trace where they registered. And I warned Israel, and they better not count on the new world order protecting them, and it could get them destroyed, because Russia has to defend themselves. They are in a defensive position totally.
I’ll give you an example of the controlled news media. Think back, John McCain said in his campaign using Sara Palin, he got her to say: “Obama gets elected, Russia will invade”. So, then, what happens? They set it up so Russia has to invade in self-defense. So, this whole thing of gaining the Crimea, they had a very good reason, they didn’t invade, they were invited in.
Robles: This invasion stuff, it is all a lie. Russia has not and will not invade anything, and did not, and Russia did not annex Crimea. I just want to get this out again. The Crimean people, 98.6% of them voted in a completely peaceful democratic referendum. There were no tanks, there wasn’t what is going on now in eastern Ukraine.
Cutburth: Yes, I know all that, but what I'm driving at is the sequence of how this all happened, that they knew they would be setting Russia up.
Robles: And the timing, right after the Olympics, right. I mean they really just had to?
Cutburth: It was known a long time before then. They knew about it back, when John McCain was running for president in 2008. They knew they were going to be doing this in Ukraine.
Robles: Just like South Ossetia!
Cutburth: They knew about it back in 2008. That’s what I mean, how serious this is with the new world order and their strategic planning. They…You got to think, they used the destruction of World Trade Centers that was in the year 2001. Now given a long that was Goebbels but they used that for a sequence of operations of murder and slaughter all over the country that when finally got up to the infusion of their plan to set it up and make it look like Russia is attacking somebody. Russia is defending itself, totally.
Robles: These people they are killing people all over the world. You talking about 3,000 American civilians that they killed on 9/11. How many millions have been killed in the so-called war on terror, which was aggressive attacks on countries? Afghanistan never attacked the United States. Iraq never attacked the United States. They weren’t even involved in 9/11. So, who are these people?
Cutburth: The new world order has been around for centuries. It was called the illuminati and then it became the new world order. The new world order are homicidal maniacs, I believe. I made a list of the attacks they’ve been doing since Bosnia. They slaughtered people in Bosnia. Then, the next thing they had to come up with a new idea of how they could attack a lot of countries. And that was the World Trade Center destruction. That was the method. And they followed through with that method.
The next false attack was saying Iraq had weapons of mass destruction, which was a lie. And now, think about it – that was George Tenet who said they had weapons of mass destruction. And they proved he lied. Now, think about this – they never have gone back and arrested him. So when he lied about Iraq, then why not go back and see if he lied about the World Trade Center, because the thing about the FBI said that Osama Bin Laden did not do that. But they ignored that. They said: “oh no, it doesn’t matter, we’ll just say he did that anyway”.
Robles: At the beginning Osama Bin Laden himself denied that he did it, the real Osama Bin Laden. You called these people homicidal lunatics, murderous maniacs…
Cutburth: They find reasons to do genocide. I gave this list of the attacks in Bosnia. And I said OK, now we got up to Syria and they murdered people in Syria so they could attack. And I said: “now, Putin stop them there”. So, now they are going to be going to Ukraine, that’s where they are going to be slaughtering people next. And what did we get? Slaughter in Ukraine.

On Who Benefitted from the Events of 911

Today I would like to ask you some questions on 9/11. My first question is - who benefited from the tragic events of September 11 2001?
Well, it is very clear that the Muslims didn’t benefit. Why would any Arab Muslim extremist want to do something like 9/11, which tripled the American military budget and launched American wars of aggression against the Islamic countries. So the answer of course is that it was the exact enemies of the people who were blamed for 9/11, who benefited from 9/11, and that would be the neo-conservative authors of Rebuilding America’s Defenses, a documents put out by The Project for the New American Century just one year before the 9/11, calling for a massive increase in the US military budget, the launching of pre-emptive wars of aggression, especially in the Middle East, and in particular an effort to make the world safe for Israel in the Middle East. The two parties who benefited the most from 9/11 were the US military industrial complex and the hardliners in Israel.
There is a statement in the document you mentioned – that the US needed a new Pearl Harbour.
They said that to get the changes that they wanted - it wouldn’t happen without a quote: “Catalyzing event such as a new Pearl Harbor.” In the 1990s the US military did extensive psychological studies, they hired the world’s leading focus group expert to try to look at why Americans still hated the Japanese, and they found that Pearl Harbour had shattered American’s sense of invulnerability and that this had led to a sort of undying hatred, and that is what they wanted to replicate, to allow for an endless war of aggression against the Arab and Muslim peoples.
What are the key discrepancies in the official version?
Probably the most obvious one is the destruction of building 7, it came down into it’s own footprint at about 5.23 or so in the afternoon, for no discernable reason, there were only a couple of small fires in this building. There is no reason for that building to come down the way it did. There is absolutely no question that building 7 was a controlled demolition, and yet our government and its NIST, the National Institute of Standards and Technology, released a long-overdue report on building 7 a couple of years ago that claimed that the reason was ordinary office fires. It’s one of the most egregious cases of scientific fraud ever perpetrated. I mean anybody who takes a hard work at what happened to building 7 will have to admit that there is a huge problem in the official version of 9/11, and then they will look at the towers and discover that those too were controlled demolitions. We are talking about the most complex and sophisticated controlled demolitions that have ever been, even attempted, on this planet. So real experts did this, after a tremendous amount of planning and calculation and thought.
The plane that was supposed to have crashed in Pennsylvania, there was a television broadcast in Ohio that the plane had landed, had taxied to a NASA hangar and the people on board had been evacuated and no one has ever ever seen them again. Do you know anything about that?
There is a new member of Architects and Engineers for 9-11 Truth who is also an experienced pilot of these large airliners, and he is currently hiding in fear for his life in Pakistan, and in his statement, he states, flat out that the passengers on these planes were unloaded at Cleveland airport and killed, that is one very plausible hypothesis.
All right…the Pentagon…
Thierry Meyssan got it right in his book; L'Effroyable Imposture (9/11: The Big Lie) which came out in early 2002, and then he put “Hunt the Boeing” on his website, looking at these pictures of the Pentagon immediately after impact and you don’t see any evidence whatsoever of any plane crash there, and there is a little tiny hole in the first floor of the building…
And there is a broken window on the first floor, and that’s it.
But around the hole, the windows are actually unbroken, and then the lawn is unscratched. Now how can a plane go into that 20 foot hole and not break all the windows around it, not even any dents where the engines would have hit the building and not leave a scratch on the lawn? This plane is 40 some feet high, and it is just ridiculous to imagine that it could have gotten into that hole and not impacted the lawn and not left any marks where the engines were. There was very likely a bomb at the Pentagon, that went off at 9.31. Other witnesses agree that what happened was probably a bombing, April Gallop, who was injured, along with her baby, while working in the Pentagon, walked out of the hole and saw no evidence whatsoever of any plane crash and was taken to the hospital, and then surrounded by military guys, brow-beating her and telling her that there had been a plane crash. She is suing the Bush administration today for orchestrating the 9/11 attacks. If you look at the actual facts, they don’t add up, they don’t make sense, it was an insane idea to do this, they don’t care about any of this, because it was so shocking and terrifying that they were able to get the American people to swallow this insane story without even any evidence to back it up. We have strong evidence against them, and all we need is a subpoena-power-possessed investigation and this set of dominos will come down very, very quickly.
How has the world changed since 9/11?
It has changed for the worse, in so many ways. As I said the US military budget tripled, and that means that the amount of money that human beings are wasting on building technologies to kill each other is completely out of control and these bureaucracies of mass murder and lies have grown cancerously. So today the US economy is dead-in-the-water and it has been dead-in-the-water since September 2001, and that is the reason for the world economic crisis, the great exaggeration in military spending right here in the USA, what is changed is that we have gone from living in a reality-based world to living in an Orwellian nightmare world, of a boot-stomping-on-a-human-face-for-all-eternity, which is what we have been given post 9/11, and the only way to get back to some semblance of reality is to get to the truth of 9/11 and to establish the truth in court and for the history books.
Afghanistan, Iraq.. Would that have that all been possible without 9/11?
Absolutely not. You may recall that when Bill Clinton bombed the factory in Sudan, in retaliation for the Cole bombing he bombed the Taliban or supposedly al-Qaeda in Afghanistan, he was met with tremendous resistance, people said: Why are you killing all these innocent people in this nebulous retaliation for these nebulous events…so at that time the hands of American executive power were relatively tied. Today the President of the United States is just slaughtering people all over the world, he claims the right to murder, disappear and torture anybody including American citizens without any due process of law. So that has been the real change, I think, that they wanted to institute since 9/11.
